Eu Agreement With South America
After the meeting, European Commission Vice-President Valdis Dombrovskis confirmed that several member states had expressed concerns about the Paris Agreement and deforestation, notably in Brazil. He said the historic deal “sends a strong signal” and called it “the biggest trade deal ever reached by the EU.” The deal has been denounced by European beef producers, environmental activists and indigenous rights activists.   There have been protests against the agreement.   The governments and parliaments of EU Member States have also criticised the agreement. In October 2020, both the European Parliament  and the European Commissioner for Trade, Valdis Dombrovskis , declared that the EU-Mercosur agreement “cannot be approved as it stands”. The conclusion of the talks had been complicated by French President Emmanuel Macron, who threatened to scrap the deal if Brazil exited the Paris climate agreement, which committed signatories to reducing greenhouse gas emissions and threatened to leave Brazilian President Jair Bolsonaro. Once the texts are final and legally revised, they will have to be translated into all the official languages of the EU and Mercosur.  The texts are then submitted to the European Commission for approval by the Council of Ministers of the European Union. Unanimity is required in the Council. If adopted, the Council will sign the agreement and forward it to the Mercosur countries and the European Parliament. An EU Association Agreement must also be approved by the national parliaments of all EU Member States.
Ratification of the agreement by the national parliaments of the Mercosur countries is also necessary.  Overall, this is a process that can take many years.  However, in the EU, the commercial part of the agreement (and certain elements of the preamble, institutional provisions and final provisions) can be provisionally implemented as soon as ratification by Mercosur and approval by the European Parliament. The European Commission may also decide to present the trade column as a separate trade agreement. If the Mercosur countries and the Council agree, the separate trade agreement does not need to be approved by the parliaments of the EU Member States (trade falling within the exclusive competence of the EU) is sufficient.
